Dal 14 luglio entreranno in vigore le nuove norme sulla circolazione dei ciclomotori. Il Dpr n.153 del 6 marzo 2006 permetterà di viaggiare in due sugli scooter cosiddetti ?cinquantini?, a condizione che:
– chi guida deve essere maggiorenne;
– il ciclomotore deve essere omologato al trasporto del secondo passeggero;
– il ciclomotore deve avere la nuova targa.
La nuova targa sarà di 6 cifre, verrà abbinata al veicolo e al certificato di circolazione e identificherà il soggetto che si dichiara proprietario al momento del rilascio. È possibile ottenere la nuova immatricolazione rivolgendosi all`Ufficio Mototorizzazione civile o presso un`impresa di consulenza abilitata. Il costo complessivo dell`operazione sarà di 49,52 Euro.
Tuttavia sulla nuova normativa regna il caos più totale ? afferma il Codacons ? Pra, Motorizzazioni, Autoscuole, Assicurazioni, e la stessa Polizia Municipale, sembrano brancolare nel buio; nessuno ha visto queste nuove targhe. Nessuno sa dare riposte precise. Nessuno sa spiegare se vi saranno (come teme il Codacons) effetti negativi sulle tariffe assicurative. Ma soprattutto: nessuno sa come si comporteranno i vigili urbani! A chi dovranno elevare le multe, vista la situazione generale di incertezza e gli inevitabili ritardi nel rilascio delle nuove targhe?
Il Codacons, dato il caos generalizzato che ruota attorno alla nuova normativa e che colpisce tutti i soggetti interessati, con inevitabili ripercussioni negative sui cittadini, chiede oggi di prorogare l’entrata in vigore del Dpr n.153 del 6 marzo 2006, fino a che non verranno fornite direttive precise a Pra, Motorizzazioni, Autoscuole, Assicurazioni, Polizia Municipale, e non verrà quindi garantita la piena tutela dei diritti degli utenti.
