Entro l`estate stop alla black list
dei cani pericolosi. Al via invece un piano che prevede la
formazione e la responsabilizzazione dei proprietari; il bando
agli addestramenti aggressivi; la scelta di affinitÃ
cane-proprietario. E per fermare la piaga del randagismo che
conta 600 mila cani “di strada“, di cui solo un terzo ospitati
nei canili rifugio, dal 9 luglio parte la prima campagna ideata
dal ministero del Welfare e realizzata da Oliviero Toscani.
Protagonista `Rischio`, un jack russell di due anni, amico
fedele del figlio di Toscani. A questo cane di piccola taglia il
compito di sensibilizzare i cittadini: “Tu di che razza sei?
umana o disumana?“, chiede l`amico a quattro zampe fotografato,
da solo, al centro di una strada.
Un pacchetto salva-animali che, se da una parte vede tutti d`
accordo sul fronte abbandono, ha sollevato non poche polemiche
per l`abolizione della lista delle razze pericolose.
“Entro l`estate sostituiremo l`ordinanza sui cani pericolosi
– ha detto il sottosegretario alla Salute, Francesca Martini – e
non ci sarà nessuna lista pregiudiziale che cataloga gli
animali sulla base della razza“. Risponde il Codacons: “Il
sottosegretario non vada solo nei canili ma anche a casa delle
persone sfigurate dai pitbull“.
Ecco il pacchetto animali nel dettaglio:
– MAI PIU` BLACK LIST: pitbull, rottweiler e altre 15 razze
possono tirare un sospiro di sollievo. Entro l`estate, in
anticipo sulla scadenza prevista a gennaio 2009, sarà emanata
una nuova ordinanza sui cani pericolosi che però non conterrÃ
la lista delle 17 razze per le quali ora sono previste
particolari norme di sicurezza. Per la revisione dell`ordinanza
si è riunito oggi il tavolo ministeriale sul benessere animale.
Oltre allo stop della black list si prevede il bando degli
addestramenti che incentivano l`aggressività e il lavoro sulla
formazione e la responsabilità dei proprietari. L`Italia, ha
detto il sottosegretario alla Salute, Francesca Martini,
“seguirà il modello francese con il massimo coinvolgimento
delle strutture sul territorio e il lavoro sui proprietari“;
– NO RAZZE PERICOLOSE MA FORMAZIONE: i cani, come gli uomini,
non sono geneticamente aggressivi e, quindi, afferma Raimondo
Colangeli, Presidente della Società Italiana di Scienze
Comportamentali Applicate (Sisca-Federata Associazione nazionale
medici veterinari italiani) e veterinario comportamentalista,
tra gli esperti che hanno partecipato al tavolo per il benessere
animale, “non esistono razze canine pericolose“. Secondo l`
esperto sono quattro i motivi per abbandonare la black list:
mancano numeri reali sulle aggressioni; la violenza non è
genetica; i protocolli di allevamento sono sbagliati; l`
addestramento all`attacco va contrastato;
– LA POLEMICA: contrario all`abolizione della black list il
Codacons che chiede di “togliere la delega al sottosegretario
Martini“. Secondo il Codacons le 190 morsicature al giorno
“non si possono ricondurre solo ad un mancato addestramento“.
Cavalca la “naturale aggressività di alcune razze“ il
senatore del Pdl, Andrea Fluttero mentre invita a non abbassare
la guardia il Movimento italiano genitori. Entusiasmo per l`
abolizione delle razze da parte dell`Ente nazionale protezione
animali (“bene il cambio di rotta, le liste non servono, sono
tanti i cani che tornano a essere cani e non macchine da guerra
dopo l`opera di rieducazione“, dice il presidente dell`Enpa
Carla Rocchi). Bene anche da parte della Lega Antivivisezione.
– CAMPAGNA ANTI-RANDAGISMO: in Italia ci sono 600 mila cani di
“strada“ di cui solo un terzo ospitati nei canili rifugio.
Contro questa piaga per la prima volta scende in campo il
ministero del Welfare che, con Oliviero Toscani, ha lanciato una
campagna nazionale. “Sarà la spina nel fianco di chi sta per
abbandonare il proprio cane prima di andare in vacanza“, ha
detto il sottosegretario alla Salute, Francesca Martini, che
lancia anche la campagna canili aperti e politiche di affido.
